It appears I was too hasty in deleting the last user!
I now have to wait until it happens again so vBulletin can see which group they have registered themselves to.

Didn't get an answer to my question as to why it has started now after all these years

Keep everything crossed but I think I may have cracked it!
They were registering as an under 13 year old which means they go into a different user group while waiting to be moderated. This group allowed Private Messaging. I've stopped it.
There looked to be another attempt yesterday which seems to have failed.
